These pairs are pairs of Laughlin quasiparticles (which can be treated as CF's in a partially filled CF shell). They are similar to the electron pairs suggested by Halperin B.I. Helv. Phys. Acta. 56:1983;75. in an attempt to describe filling factor like ν=2/5.
