    • Technically, the term "civil servant" applies to employees of the executive branch. Employees of the Library of Congress belong to the legislative branch and enjoy a status that is as close to civil service as can be achieved.

    • note
    • The suspension came about following a decision by the university president, who believed that the records of accomplishment compiled by individuals in practitioner fields such as librarianship and the performance arts did not justify tenure. Librarians without tenure were allowed to choose between standard faculty evaluation for tenure and a non-tenure-stream appointment. All but one chose the non-tenure-stream option. The system put in place in 1988 was implemented under a new president, by agreement between a new libraries' dean and a new provost.

    • note
    • Librarians might reasonably dispute this assessment of relative importance as being unrepresentative of a service discipline. Nevertheless, because the formula addresses the vague concept of "importance," and because expectations are phrased in terms of norms for the discipline, it has not been found to be a hindrance to librarians seeking tenure.

    • Charles B. Lowry, "The Status of Faculty Status for Academic Librarians: A Twenty-Year Perspective," College & Research Libraries 54, 2 (March, 1993): 163-72. Lowry's study indicated that 67 percent of institutions of higher learning covered by the Carnegie Classification of Institutions of Higher Education granted their librarians faculty status. The 67 percent is an aggregate figure, as the percentages differed by type of institution (p. 165). Although this study is now more than ten years old, its longitudinal data showed a slight but steady trend upward (p. 171).

    • Lowry, 167. Lowry found that for libraries at institutions in the Carnegie Classification of Institutions of Higher Education, 60 percent indicated having "the same criteria ... as those for teaching faculty." Yet anyone who has been an external reviewer for reappointment or tenure cases outside her own institution can attest to tremendous variation within that rubric
