Arguments in favor of abandoning the development of offensive BW were: (i) need for financial cuts; (ii) "the difficulty of finding staff;" (iii) the uncertainty of BW as a weapon (iv) "the difficulty of assessing the results of BW" (v) "theoretically, an antidote could be found by all the agents;" (vi) restrictions of Geneva Convention. Arguments in favor of carrying through the present policy and program were: (i) ignorance of details on Soviet threat - "We are on the firmest ground if we base our appreciation on deduction from our own work;" (ii) defensive research was imperative; (iii) expert advice recommended continuance; (iv) considerations of "defensive measures in isolation" lead to "dangerous misconceptions;" (v) deterrence; (vi) moretent strains possible through "further research;" (vii) BW attacks on atomic plants etc. render them "out of action for long periods" (via) commitments to collaboration with U.S. and Canada"
