    • Lund [27, pp.34-35] believes confusion exists around the term 'Preventive Diplomacy' as well as terms such as conflict resolution and conflict management. Lund argues that the definition and importance of preventive diplomacy is often diluted due to the conditions and issues preventive diplomacy is thought to be associated with. As Lund marks: "the first part of the UN definition - preventive diplomacy as keeping disputes from arising - may miss the mark. Disputes do have sources of basic socioeconomic, political, psychological, and international conditions - for example, poverty, environmental degradation, lack of education, nationalism and the lust for power. However, although these systemic factors increase the chance that disputes will become violent in the long run they do not necessarily cause the violence. For violent reactions to these factors to emerge, intermediate factors must come into play, such as bellicose actions and ethnocentric demagoguery. But addressing systemic factors will not necessarily confront these proximate sources directly, because policies that address structural conditions in a general way cannot pinpoint where and when particular manifestations of violent conflict will emerge."
