Chung classifies policies into three categories based on three factors: (1) the number of policy targets (encompassing/selective), (2) the extent to which the policy entails resource allocation (allocative/nonallocative), and (3) the degree to which the policy departs from the status quo (radical/routinized). The more encompassing a policy is, the more restrictive is local discretion. Nonallocative policy may require much higher and stricter compliance on the part of the locals mainly because policy implementation is simply a matter of compliance and, therefore, is more likely to be dictated by political value.
