(6), the lifetime for a single two-level oscillator is generalized to many two-level systems without taking into account any collective effects. It can be shown that if we couple every two-level system to its own distinct bath, we recover Eq. (6). Such a method, and thus Eq. (6), is unphysical if the interactions between a two-level system generated, for example, by the photon field are substantial. The environment needs to be coupled to the whole ensemble of two-level oscillators and averaged out in a self-consistent way.
