It is difficult to explain Chelaru's appointment without reference to his personal/political relationship with Constantinescu. He had been known as a politically oriented officer with a difficult personality since the 1989 revolution. In 1990 he was one of the original members of the SRI, serving as its head of counterespionage. To compensate for his lack of popularity in the officer corps, a new military attaché post was created for him in the Hashemite Kingdom of Jordan, where he served until 1993. During his six months tenure as chief of staff, he periodically embarrassed the Romanian government with his ill-thought-out political statements.
