The level of interpersonal trust at the state level was gauged by responses to the General Social Surveys conducted by the National Opinion Research Center, which asked citizens questions such as "Generally speaking, would you say that most people can be trusted or that you can't be too careful in dealing with people?" This approach to measure social trust is the same as the approach adopted by Robert D. Putnam in his work on social capital: "Bowling Alone: America's Declining Social Capital," Journal of Democracy 6 (1995): 65-78.
