9. In the case of a nonuniform dielectric, for instance, a medium with a lower dielectric constant at the interface, we can define an average dielectric constant that gives the correct value of ρ. This turns out to be the same average dielectric constant as measured by low-field static c(v). So, we can safely use these values to find ρ, although we have generally left our results in the form ρ/ε.
