There is currently an ongoing struggle between UMNO and PAS over the matter of hudud criminal law. While PAS has moved to enact such laws in Kelantan and Terengganu in accordance with Article 11 of the Malaysian constitution, which allows states the right to manage religious affairs, the powers of implementation lie with the UMNO-controlled federal government, which has steadfastly rejected calls from the opposition to implement the enacted criminal laws
