Von Segner was a Hungarian- German mathematician and physicist, who likened the liquid surface to a stretched membrane and attempted to give a mathematical description of capillary action in terms of surface tension. This attempt was unsuccessful, which may have contributed to the new concept initially being ignored. However, his view that minute attractive forces in the surface region are the root cause of surface tension has stood the test of time. It constituted the basis for the subsequent theory of surface tension
