The Clausius-Mosotti equation describes the polarization of any one spherical region within the solid due to both the external electric field and the "internal" field caused by the polarization of the surrounding ions. It works best for materials where the averaging over a sphere gives a good estimate of the internal field, i.e., isotropic materials.
