Underthe "urban governance" umbrella, several analytic frameworks help explain the role of entities beyond formal government in urban policy. The best-known concepts are urban growth coalitions (Molotch; Logan and Molotch) and urban regimes (Stone). The concept of growth coalitions argues that local economic and political elites work together to accomplish the mutually beneficial aim of more 1 and intensive development. Urban regime theory explains cooperation between state and market in local policy making and implementation. Both are subsets of the urban governance perspective. Because the urban governance perspective is better able than urban regime theory to "conceptualize the heterogeneity of actors on the urban political scene"
