Since the ban overcomes the free-rider problem, while the wtp for labeled products ignores free-riding, in this case there is no apparent market failure. Nevertheless, free-riding is much more likely to be a major problem for environmental goods and services-which do have substantial public good elements, as, for instance, Hamilton et al., [15] explore.
