Staples correctly points out that the bank's management and staff's self-identification as apolitical international civil servants reflected and reinforced the organization's relative autonomy. To this it should be added that the bank's marginal position in the world economy (in its first twenty years the organization lent a total of just over US$12 billion) allowed it to fund itself exclusively through bond sales and thereby avoid significant government scrutiny.
