Following Katrin Voltmer's argument, we consider that the role of the state vis-à-vis the media is not necessarily antagonistic and lack of state regulation does not necessarily mean more freedom for the media. On the contrary, as will be shown below, a weak state unable to pass and enforce laws providing freedom to the mass media may be detrimental for the development of independent media.
