    • Although regulation is shown to be the main driver of SME environmental behaviour, smaller firms can still largely be immune to institutional pressures from state regulators. The environmental regulator tends to direct much of its pollution control resources to large firms through the implementation of measures such as integrated pollution permits. As such, smaller firms are less vulnerable to attention from regulators (see Lynch-Wood and Williamson (n 2)).
