    • This perspective is changing with the OECD Oslo manual, which introduces non-technical and non-R&D innovation measures, such as marketing and organizational innovation. In fact, a recent study shows that design contributes 17% to innovation, compared with only 11% for R&D in the UK, during the period from 2000 to 2007, with innovation accounting for two thirds of UK private sector labor productivity (see, NESTA, The Innovation Index: Measuring the UK's Investment in Innovation and its Effects (London: National Endowment for Science, Technology and the Arts, 2009).
