However, during that day's debate, there are only seven references to "public health", 21 references to "wellness", 0 references to "population health", and an overwhelming 266 references to "insurance" (30 of which to insurance companies) throughout the day's speakers. Id., at 13661-13695. This pattern is repeated throughout the debate materials.
