"Reactor-grade" plutonium that emerges with a mixture of plutonium isotopes from LWRs is considered by the IAEA to be adequate for the production of nuclear explosives. Only mixtures with greater than 80 percent Plutonium-238 are excluded, and since plutonium is dominantly produced and transmuted by neutron capture starting from Uranium-238, little Plutonium-238 is available in the nuclear fuel cycle.
