    • Norm studies in the mainstream Western IR literature reflect a similar essentialist logic: It is norms that make practices rather than the other way round. No matter whether norms are at the systemic level or at the unit level, norms guide and even determine the behaviour of actors. The independent ontological status of norms is assumed without an in-depth analysis of processes and practices of agents which provide for norm formation, acceptance, and observance.

It happens that Western societies are more individualistic than other societies and rule-based governance naturally dominated them. For example, Wendt discusses trust, holding that trust can be realized through both external constraint and self-restraint, the former referring to outside powers and international institutions as realists and institutionalists believe.
