The total number of nonnationals living in the twenty-five Member States in 2004 was around twenty-five millions, which is equivalent to just below 5.5 percent of the total population (see Eurostat, "Non-National Populations in the EU Member States," Statistics in Focus: Population and Social Conditions 8 (2006)). According to the "Second Annual Report on Migration and Integration," the number of Third Country Nationals residing in the EU was 15.2 million on January 1, 2003 (SEC[2006] 892, 3). As a result, there are roughly ten million Union citizens - or only about 2.2 percent - who actually live in another Member State.
