    • Foreign aid is defined here as overseas development assistance (ODA), that is, a concessional flow provided for the purposes of economic development and the welfare of developing countries that complies with financial terms stipulated by the Development Assistance Committee.

    • Nevertheless, since the bulk of ODA is handled via public sector institutions of government or with government representation, namely bilateral and multilateral organisations, we understand the aid industry to be comprised in the main by public agencies.

    • Bill Easterly is radical in his denunciation of aid but still clings to the possibility of revolutionary reform. This perhaps demarcates an evolution in his thinking more than an attempt to bridge the radical-reformist divide per se. Others, however, read Easterly's book as offering 'no intervention' possibilities.

    • The list of eligible potential crises is long and can include terrorism, hunger and disease, financial distress, natural disasters, pandemics, genocide and environmental degradation. This is not to say that these are not alarming global problems that need to be addressed but rather that the magnitude and scope of crisis is strategically presented to justify aid and its reform in the image of corporations as morally inevitable and uncontestable.
