1. Foreign aid is defined here as overseas development assistance (ODA), that is, a concessional flow provided for the purposes of economic development and the welfare of developing countries that complies with financial terms stipulated by the Development Assistance Committee.
2. Martens defines aid agencies as mediators between donor and recipient interests and includes a variety of actors as 'aid agencies', including NGOs, official bilateral agencies, multilateral agencies and private subcontractors.
