In the one exception to Frelimo dominance, the mayor's office in the south-central port city of Beira went to incumbent Daviz Simango, who had been in office since 2003 as a member of Renamo. Seemingly worried by his vast popularity in the city, which is second in size only to the capital of Maputo, Renamo pushed Simango off its ticket before the 2008 balloting. His run as an independent led not only to his resounding victory, but also to the biggest split in Renamo so far and the birth of the Movement for Multiparty Democracy (MDM), which drew the support of Renamo's ablest politicians, including its leaders in parliament.
