172. There is a massive social dimension to this story of German unification 'from below' in 1989/90. Until the moment when the West German government tried to get ahead of the people's movement, the statesmen were simply surfing a political tidal wave, moving in a direction they could not control. Only with the Ten Point Programme did the political goal of unification become defined, although the path track for its achievement remained open for improvisation.
