2 by full matrix least-squares using the SHELXTL-97 program package. Heavy atoms (Ge, W, Zr, Cs, Na, K) were refined with anisotropic displacement parameters. Oxygen atoms were refined isotropically. Hydrogen atoms were not included. As usual for most of large polyoxometalates crystallized with amounts of water, which with the counter ions fill the cavities formed by the molecular arrangement, the crystal shows some disorder in the range of counterions and water molecules, the exact composition and the number of water molecule were determined by elemental analysis and thermal analysis.
