While the use of particular industries helps considerably empirical investigation and that’s why the paper confines analysis to the computer and component industry, clusters should refer to the wider body of systemic connections and interactions between firms and institutions (including enactments and organisations) capturing the pace, frequency and direction of knowledge flows and its appropriation. Horizontal interfaces between economic agents allow a more egalitarian cluster that on the positive side can help the development of synergies from all economic agents equally (including to embody all interests) but on the negative side can cause discontinuities and disruptions from cut-throat competition. The role of trust and loyalty in coordination with competition is often critical in driving smoothly horizontally defined clusters
