The charter prousions actually gave the two companies partially overlapping jurisdictions. The North Virginia Company had underwritten the failed Sagadahoc plantation attempt of 1607. Though Gorges himself was active in promoting fishing and exploration, Sagadahoc was the only major attempt at settlement the company undertook before its reorganization as the Council for New England in 1620.
