Servicemembers, male and female, are not the only victims of such violence; civilians, commercial sex workers, contractors, and members of foreign militaries are also targets. But because military-on-military sexual violence involves a failure to protect even those persons on whose welfare the military's own success depends, understanding its widespread persistence is critical to understanding the interaction of law, policy, and culture in military sexual violence.
