A 2003 comparative survey of the perceptions of media professionals regarding access to information undertaken by Buenos Aires-based lawyers yielded similar results, with respondents indicating several themes: that it was precisely the tremendous corruption in Argentina that would impede and overcome any sort of access law from actually functioning in the public interest; there was a lack of training and ethics in investigative journalism on the part of the media; that access was not on the media agenda; and a general cynicism regarding official compliance with the law.
