This article does not address the issue of persons acquitted by the ICTR. Because ethnic and political tensions remain in Rwanda, many acquitted persons are unable to return to their home country without fear of violence or to face another trial by Rwandan national authorities. Without a home country to return to, acquitted persons must be transferred to a state willing to accept them as refugees. A total of five people have been acquitted at the ICTR (Emmanuel Bagambiki, Ignace Bagilishema, Jean Mpambara, André Ntagerura, and André Rwamakuba, and only two have been transferred to states willing to accept them as refugees.
