Having one electron per dot is not a necessary condition for the spin qubit; an odd number of electrons can be as good. However, it is important that there are no low-lying excited states, e.g., with spin 3/2, which could restrain the adiabaticity of quantum gate operation and cause leakage from the spin-1/2 Hilbert space.
