But this does not mean that the administrative practice becomes binding law. In Turkey, many human rights violations are the result of constant, foreseeable and accessible administrative practices. It would be senseless to accept these practices as laws in the meaning of the Convention. To avoid this unsound result, the Court should adopt a gradual approach
