Cox believes that the establishment of an historic bloc, an association of classes (or fractions of classes) which, combining ideological and material aspects, endeavours to construct a certain type of state and world order based on a particular model of social relations, suggests that that this bloc has achieved hegemony. This is somewhat misleading, as an historic bloc can exist without exercising hegemony over society at large. But hegemony cannot exist without the construction of an historic bloc.
