B-41 (Washington: Urban Institute, 2002), our simulation used legal status probabilities by age, race/ethnicity, poverty, arrival date, and region that were generously provided by Randolph Capps, Jeffrey Passel, and Kenneth Sucher (all of the Urban Institute). Immigrant children who were eligible for separate state programs but ineligible for federally funded coverage were assigned to the Medicaid and SCHIP eligibility groups according to income.
