See note 2, Kenney and Haley. These 3.7 million uninsured children represent 23% of the low-income children receiving school lunch, or 58% of low-income, uninsured children. Urban Institute tabulations also found that 1.3 million low-income, uninsured children participate in WIC (15% of WIC children, 21% of low-income, uninsured children), and 370,000 participate in food stamps (6% of food stamp children, 6% of low-income, uninsured children).
