The Convênio de Pagamentos e Créditos Recíprocos [Reciprocal Credit and Payment Convention] (CCR) was established within the ALALC framework by the 'Mexico Accord' of 1965 and extended to the ALADI system in 1982. Recognising that the countries of the region all faced balance of payments problems, the signatories to the agreement sought to minimise the transfer of funds by using special accounts within each Central Bank to provide lines of credit to finance intra-regional commerce.
