This was almost an impossible task destined to encounter unprecedented criticisms and eventual failure. Many other Principal Officials did not really assist her in the promotion and explanation of the national security legislation.     • When the author taught Hong Kong and also Macao politics at the University of Hong Kong in 1996 and 1997, some undergraduate students expressed their total lack of interest in Macao and often asserted that Macao was far more 'backward' than Hong Kong in many aspects. Such a deep-seated bias began to change from 1998 to 2004 when the HKSAR was plunged into chaotic governance. This student perception of Macao actually reflected the parochial and the Greater Hong Kong mentality of many Hongkongers, who are generally but unfortunately playing down the political and economic development of their neighbor Macao.
