The Kazakh government decided to cancel the World Bank loan for the health reform as income from oil exports was deemed to be sufficient to meet financing needs to implement reforms in the social sectors without resorting to external borrowing. Loans were cancelled in several sectors. In addition, there was not strong buy-in for the regional reforms for the changing leadership at the national level.
