    • The closest empirical cases of this type seem to be post-Soviet states, such as Russia and especially the countries of Central Asia. However, despite patterns of parochial military behavior that have led to "spoils"-type enrichment, in these countries "state strength" is at best based on the charismatic leadership of individual power holders, rather than on the administrative capacity of state institutions, making these very imperfect cases for examination. I am grateful to Alex Cooley, Steven Crowley, Rajan Menon, and Brian Taylor for their insights leading to this evaluation.
