In 2002 we interviewed representatives of five foreign oil companies (BP, Statoil, ChevronTexaco, Unocal, ExxonMobil) and the State Oil Company of Azerbaijan (SOCAR, NGO representatives of the Eurasia Foundation and the Citizens Democracy Corps; and the manager of a local business development alliance set up by several foreign oil companies. In 2006 we interviewed representatives of BP and Statoil, the Eurasia Foundation, the Extractive Industries Transparency Initiative (EITI) NGO coalition in Azerbaijan, and independent academic experts. Because of the sensitivity of some of the issues we discussed, we have chosen not to identify interviewees by name
