    • The presence of four objectives within the 1982 legislation that established the US Small Business Innovation Research (SBIR) programme in 1982 illustrates the problem. The SBIR programme requires each US Federal agency with an extramural research budget in excess of SUS 100 million to set aside 2.5% of its research and development budget for awards to small firms (defined as those with fewer than 500 employees, Among the programme's objectives are (1) the stimulation of technological innovation; (2) the use of small businesses to meet Federal research and development needs; and (3) the increasing private sector commercialization of innovations derived from Federal research and development.
