In a first-order perturbation, perturbed energy is determined by ψi Ez ψi where the external field is E z along the tube axis direction. Here, because the s -like and p -like states are uniformly distributed over all the tube region, this first-order term is nearly zero when the position of the center of the tube is set to zero. Therefore the first-order term gives no effect. In second order, the perturbed energy Δ Ei = j ψi Ez ψj 2 Ei - Ej shows two things. First, ψi Ez ψj does not vanish if ψi and ψj have the same rotational symmetry because Ez does not break rotational symmetry. Second, a small energy difference between Ei and Ej makes a large perturbation. See Addison-Wesley Longman, 3rd ed.
