27. The fourth type of leadership, Hamas, which emerged from the first Intifada, also derives much power and legitimacy out of its ability to redistribute resources. The sources of these resources, however, are different from the sources used by the PA and the Palestinian NGOs. Whereas these two leaderships compete directly with each other for funds from the EU, the UN and bilateral donors in a manner typical of development brokers, Hamas does not really compete with either of them.
