Robert Morris pointed out that his proposal would immediately put a considerable sum in bondholders' pockets without costing taxpayers much. Agreeing to pay 6% annual interest on the greatly depreciated bonds would make them as good as gold in the market. Thus for each $6 increment that government officials convincingly promised to collect from taxpayers every year in the future, they could, in effect, redeem every depreciated bond nominally worth $100, replacing it with a new security that could command that sum in gold or silver.
