After an early attempt to implement Directive 2000/43/EC and 2000/78/EC at least within the Civil Code (proposal of 2001, published in DB 2002, 470), the Schröder government had tabled a bill for an 'Anti-Discrimination-Act' in 2004, which was heavily disputed (BT-Drs 15/4538), which could not be adopted due to the premature end of term of that Government.
