Martin Clark's comparative work on vigilantism establishes conditions in which squadrismo were most likely to occur. Like Paxton, the most important condition appears when, 'Elites and ruling groups at local level are under threat, or think they are, e.g. from the wrong party winning at local elections, from locally powerful unions, local strikes, and so forth' ... Clark also notes that it is essential, for squadrismo to be successful, that 'local branches of the central state - Army, police, etc - ... Are willing to help the local elites, or at least to turn a blind eye, even against the wishes of their own superiors'
