In this paper, we follow the definition of Nelson (1993) and interpret the term more broadly; innovation is therefore considered as ‘encompassing the processes by which firms master, and bring into practice, product designs and manufacturing processes that are new to them, if not to the nation or even to the universe’.
52. Referring to the definition of innovation by Arrow (1962) and the OECD (1997), innovation policies can be seen as a framework to encourage firms to innovate, either through industrial technology/product facilitation or an approach based on the construction of a favourable environment.
53. The total amount of tax foregone which is directly attributable to the Statute for Industrial Upgrading and Promotion, is around NT$70 billion, accounting for around 5.4% of annual government tax revenue.
