30. The Green Box measures are forms of support having no, or only a minimal, distorting effect on trade. The Green Box system permits aid to producers that is not linked to production decisions. Such aid can include direct payments to farmers, domestic food aid, income insurance, insect control, safety net support payments, research and technical support, and environmental support. Currently, the Green Box measures used in China take the form of research support, disaster relief funds, food security reserve funds, ecological preservation, and environmental protection. The Amber Box contains support measures that are considered trade-distorting. All the Green Box and the Amber Box measures can be identified from the government expenditure accounts, which are the best source for monitoring the extent of government support to agriculture.
