COREPER is in fact two separate institutions-COREPER I and COREPER II. The former is attended by the Deputy Permanent Representatives. The distribution of dossiers between the two is decided upon by the President of COREPER IIthat is, by the Permanent Representative to the EU of the member state holding the Presidency of the Council. Whilst the precise remit of these committees has evolved over time, it is generally the case that COREPER I deals with more technical issues, whilst COREPER II handles the more sensitive Council formations.

One Permanent Representative informed me that, during a discussion of the disappointing outcome of the Amsterdam IGC, his French colleague had turned to the German representative and castigated him for representing a country in which the Lander exercised so much power over Federal Government negotiators. To which the latter responded, to general hilarity, that it had been the French who had insisted on the creation of a weakened, decentralised Germany in the first place (Interview, Brussels, 2000).
